Given three ints, a b c, return true if b is less than a, and c is less than b. However, with the exception that if "bOk" is true, b does not need to be less than a.


inOrder2(4, 2, 1, false) → true
inOrder2(1, 2, 1, false) → false
inOrder2(2, 1, 1, true) → false
