This function returns a concatenated String including only the numbers with EVEN indexes (0, 2, 4 etc.) in the array, in ascending index order. Around values, print square brackets "[" (before) and "]" (after). 

HINT
How should the loop change?

apcsaArraysPrintEvenIndexArrayValuesWithBrackets([0, 1, 2, 3]) → "[0][2]"
apcsaArraysPrintEvenIndexArrayValuesWithBrackets([-1, -3, 5]) → "[-1][5]"
apcsaArraysPrintEvenIndexArrayValuesWithBrackets([0]) → "[0]"
